I am so angry at this. Why was it allowed to go on so long? My heart breaks when I think of what those poor, innocent animals suffered, of what hell they went through. This MUST NOT be allowed to happen again!

Were supposed to be intelligent and a nation of animal lovers aren't we....What kind of government allows such atrocities to go unchecked.....Trying to get them to actually do something is the hard part. The situation at Amersham is completely unacceptable and we must ensure that this is not happening elsewhere and never happens again. The laws on animal welfare and cruelty are obviously not adequate to prevent this and should be changed to include the licensing of equine traders and transportation of horses for meat. Parliamentary questions should be raised in Westminster to ensure a full enquiry.

In my view, this issue is also about enforcement. The conferring of a license should be contingent on an inspection of the premises, and confirmation of qualified/experienced staff. Thereafter, the premises should be subject to regular and unannounced inspections by vets. The regulations covering the transport of horses seem very comprehensive, but I have yet to hear of anyone being prosecuted for non-compliance.
I am not sure how this could have happened in the first place. Where were trading Standards when needed. Also the RSPCA. Quick to take action when the publicity is there.
There is still not enough protection for animals - when will the Law wake up and take action?
Legislation is clearly needed here. We should all be ashamed that such a situation as Amersham can happen in a 'civilized' society.
Being a horse owner, I am disgusted at the person and I think we should do to him what he did to them and see how he likes it.

More visibility of the actions and conditions under which animals for sale are kept. Compulsory audits/inspections should be carried out at least annually and inventories of stock, sales, deaths etc should all be presented to the inspectors whenever they arrive, whether in response to a call from the public or during inspections. No animal should be allowed to die due to neglect, especially when the person in question is already known to the authorities. The welfare act was on our side to prevent this hideous crime....yet so many horses were allowed to continue to suffer and die. A full audit should be carried out on the RSPCA as it seems they did not act quickly enough.

It is about time that stiffer penalties and prison sentences and lifetime bans on keeping animals are given to people like this. Maybe a week in a cell without food and water would be appropriate see what it feels like!!
I was simply appalled by the recent ghastly events in Buckinghamshire. How can this treatment of animals happen? What kind of humans would allow these beautiful silent (to our human ears) animals to suffer in this way? We really must to something positive to stop this happening again and one of the best ways is to licence all traders and dealers of horses, ponies, donkeys and mules before they can set foot in any local market. This must become law as soon as possible.
This is a crucial legislation that should be put in place so this doesn't happen again. Tough laws need to also be put in place for anyone who neglects their animals.

How come you need a license to deal in dead game birds but not in live horses?
Dealers should be required to uphold the same standards required of any livery yard, and be properly licensed and inspected regularly. Horses being traded by dealers, for WHATEVER end purpose, have absolutely the same requirements and rights to proper care and welfare, as any other equine being used for any other purpose.
This is an abhorrent issue and must not be allowed to happen again.

Why did it take so long for something to be done? Surely local people must have seen dead and dying horses long before the total reached 30? I was sickened and horrified by the report. I also feel very strongly that there should be a ban on the transportation overseas of livestock for slaughter, I'm sure the suffering of these animals must be enormous. Whoever allowed these animals to suffer in this way must be a very cruel and sadistic person and should receive a long jail sentence.
The quicker this is put into practice the less suffering for these beautiful animals.

I'm not a horse owner but still a horse lover, have ridden since 2yrs old and there are several horses stabled near my home address. Anyone who keeps animals has a responsibility to ensure that they are fed and watered on a daily basis. Also they have a responsibility to ensure that that they are kept in adequate accommodation or grazing land and that their health does not suffer in any way. Any one who keeps animals just to make a profit regardless of animal welfare needs to have the book thrown at them and made to live in the same way they treated their animals.
Irresponsible owners should not let their old/unwanted horses be put into horse sales. I owned a horse for 16 years and kept him into old age when he eventually died of heart failure. It is a lifelong commitment. But sadly it's the same with all animals and our animal shelters are full of these poor things. Any previous owners should be prosecuted. There should be a licence for these animals and everything should be traceable. Are any of these animals stolen? Scum of the earth these dealers..
How do we know this is not happening somewhere else in the UK? We cannot have a repeat of the deaths and abuse of animals seen at the farm of the horse trader in Amersham, Buckinghamshire. Especially as in this case it seems it was ongoing for some time. There need to be stricter controls.
I know the RSPCA have finite resources & receive no government funding but at the end of the day one animal suffering is one animal too many but for so many to be suffering & dying in the same place there is absolutely NO EXCUSE. We should also lobby to increase the minimum prison sentences to people who cause unnecessary cruelty + ban them from keeping animals for life.
Whole incident at Amersham is disgusting, bringing in new laws like this might help. At the same time the penalties in fines, jail terms and total ban from keeping any animals ever again need to be put in place for offenders. A slap on the wrist is simply not good enough !
This sort of thing happens a lot in the Midlands, I know that dealers who go to market, load there lorries, packing horses on, without food and water, the night before market or show what ever they are going to.
The Amersham farm incident happened whilst I was in the UK last week. I am moving back to the UK this month and bringing my pony with me. I heard reports that some of the horses may have been stolen so somewhere they had a loving owner. These people are barbaric and unless something is done to license the industry, this could be happening all over the country.
It's a disgrace that this is not regulated!

I am a vegetarian but if people eating horsemeat in this country is what it will take to make Govt. regulation/licensing happen then I will eat it.

What a horrible situation and im still wondering why the RSPCA didn't do more considering they were having tip offs before hand about neglected animals. The atrocity at Hyde Heath has shocked and sickened me especially as it is so near to where I live. I am really surprised that the local authority and RSPCA have not kept a closer watch on this man in view of the numerous complaints from local citizens

Whatever laws are necessary to ensure that animals are treated humanely and with the respect they deserve must be brought into play - this is an abomination and how the local neighbours could have remained unaware of the animals plight is beyond my comprehension. I was shocked to hear this story on Sky News, that such a thing could happen in my home country was unbelievable. I sincerely hope that steps will be taken to regulate traders and dealers to make sure that such a situation is never repeated. I hope that the "powers that be" learn from this event.

All animals should be registered to a licensed keeper in order to stop this from ever happening again and the government should make this law that there is a governing body who makes frequent unannounced visits to ensure the welfare of the animals is paramount.
All dealers should be registered, inspected and audited on occasions to prove they are the legitimate owner by showing the animals passport. There are more stringent laws in place for the movement & identification of cattle/sheep!! I also believe that all animals destined for the food chain should not be transported to the continent live.

I totally agree with this campaign, I am a horse owner myself and am often shocked and appalled at the conditions that the equine species are kept in. There should definatly be rules and regulations, even examinations required for traders as they often don't know enough about the animals to care about their needs. All they care about is the money - awful. (Corporal punishment or the death sentence spring to mind)
It is time some changes were made to outdated Horse laws, which allow individuals to mistreat and nonchalantly breed horses - many of which are born into a life of misery and finish up on the road to market and from there to who knows. Tougher laws are need to keep these rogue dealers and breeders in line - pity the poor animals who suffer at their hands. more people than at any other time now own horses and ponies in the UK - it is only right that the welfare of these animals is brought into the public eye and that they are protected from owners who are ignorant or unscrupulous. I work in a third world country where animals are totally dismissed as living creatures and there are no laws concerning their welfare at any level. The new Animal Welfare Act appears to have been a total waste of Parliamentary time. Why do so my animals have to suffer horrific abuse and/or death before action is taken. Why do the general public have to pick up the pieces and pay for the criminal neglect of others! Stop horses for meat exports!
Kennels and breeders are regulated so it cannot be right that dealers in horses and ponies are not. They should be licensed and inspected regularly to maintain health, hygiene and welfare standards. This is as bad as battery hens.
Considering the RSPCA were already aware of this man, it beggars belief this could so easily happen to such a large number of horses in his supposed care.
Something needs to be done to ensure that horses don't end up in hell holes like this.
"The RSPCA is likely to push for the owner of the horses to be prosecuted, a spokeswoman for the charity said." If they don't prosecute what message are they sending out to others who treat any animal in this way? Must the RSPCA always wait so long before intervention? They must send out a much stronger message that such neglect of any animal will not be tolerated.

As a British ex-stable girl living temporarily in South Africa, I was appalled to read this story on the Sky News website. No doubt the perpetrator(s) will get the usual slap on the wrist and perhaps a small fine with a ban on keeping animals for a couple of years. I hope your petition is successful in bringing about a change in the law. A trading licence at the very least, plus regular inspections by DEFRA or the RSPCA of premises at which horses and ponies are kept, whether traded or not. Good luck. Jan
I thought that the law had changed recently, enabling the R.S.P.C.A. to now step in and protect animals they were concerned about saving them from further abuse. Where as before they had to wait for the abuse to happen. Clearly something went horribly wrong in this case and the R.S.P.C.A has a lot to answer for.
Glad to see someone is taking action. I too was not impressed with the RSPCA response and subsequent lack of desire to do anything to stop this happening again. We MUST have proper regulation and licensing of these dealers.
I would like to see the law change to the way horses are slaughtered, and also the law changed for the wellbeing of all animals. What I saw on the news the way horses were treated made me sick and will live with me forever
as defra made all us equine owners pay for passports why is it a meat dealer can leave the uk with 20 or so horses on a lorry through customs without any horse being checked to see if they are stolen also uk horse abattoirs should register and photo every horse killed with there passport and place of purchase so no stolen horses can be illegally killed for meat its defras job to enforce it 100s of horses stolen each year not many turn up because they are killed for meat. defra do not enforce there own laws just a way to get more money off us horse owners

Stop the cruel trade of transporting live horses over Europe for Meat - ensure these "meat suppliers" can only supply dead carcasses if they have to trade. Make it easier for the animal charities to take action before something of this scale happens again
If anything can be done to help or stop this happening again then it is a good thing .The fact that there are people in the world that treat animals with such little compassion is unbearable and I don't just mean with the Amersham horses. This atrocity went unnoticed for so long there is no telling what else may be going on. Hopefully a licence may help.

Like many other people I've wept when I heard about this poor horses/donkeys and how the dear animals have been mistreated. I am ashamed to say that I wasn't aware of how horses changed hands like I'm sure many other members of the public. I know the RSPCA do a lot of good work, and I donate money monthly to them myself, however I'm disappointed that this was allowed to continue. Are the RSPCA under resourced for what is required in this sometimes awful world? In my own opinion humans who mistreat animals have no compassion for other human beings either and are the blight of our society. Thank you for giving me the opportunity to sign my name on your petition I had hoped something like this would happen so that I could at least get an opportunity to put my name to something i firmly believe in.

We need this to be in place to prevent the Amersham Tragedy happening again.
The RSPCA should be given more autonomy/legal standing so that inspectors can access properties without search warrants at the first suspicion of animal cruelty, rather than being hampered by unnecessary red tape.
I can't imagine treating any equine in such a cruel way. I have had 4 horses in my life and they have been my partners on the trail. They have had the best of my care and companionship. I hope this law will help prevent this type of unbelievable cruelty in the future.

I asked my MP to ask for a licensing scheme after a naive friend was sold a dying horse by an unscrupulous horse dealer but I was told there were no plans to do this. Two years on, the need is ever more evident. Fight the good fight folks. We are all behind you!

I would also include in this studs, collectors etc Things can easily go wrong due to illness or financial problems or death of the owner. Licences should never be granted to aggressive individuals. Most owners/breeders of horses(or animals of any kind) are delighted to show them to visitors and any other behaviour should make authorities suspicious.

At what point in time to Defra get involved too in this case on the passport issue. If they don't then the Passports are a complete take on as said in the first place. There should be over one hundred passports somewhere just like the ones We paid out for.
In light of the Amersham case, it is obvious that there needs to be stricter legislation regarding horse dealers and equine welfare. I wonder if this particular person had relevant passports for these equines, and whether he will be fined for each equine without a passport. All horse dealers should be registered and inspected regularly, this may help such an awful tragedy ever happening again.
I think its disgraceful how horses are treated in some cases. They are extremely intelligent creatures and like human beings, have feelings and emotions. They should be treated with respect, as should other animals.
It is a disgrace that some one could have 146 horses and not be checked up on regularly to ensure proper care and treatment!!

As I live quite close to the Amersham incident that came to light last week, I feel that it is imperative to operate a licencing law to stop further cruelty like this happening again.

I wish to express my shock and revulsion at the death of and suffering caused to so many horses, ponies and donkeys at Spindles Farm, Hyde Heath near Amersham. It seems clear that this should have been prevented or stopped before so many horses died, which must have happened over a considerable number of days and weeks. Somebody must have had the responsibility and power to stop this under our recently strengthened animal welfare legislation. What went wrong?
Please, please do something to help. It is absolutely unacceptable what these horses had to go through. I find it hard to believe the news reports I saw, this being the UK and 2008. This should not be happening.

I was totally horrified by the sight of those poor horse and donkeys on the television. If I could I would ban ALL exports of live animals and any kind. The way we treat animals in not only this country but also abroad is barbaric. I realise that some people do feel the needs to eat horse meat but could we not a least let these animal die with some kind of dignity? Animals ask nothing of us but food, water and a little love and kindness. Its not much to ask. Totally agree that ALL Horse dealers should have to be licensed and checked on regular. It needed something like this to happen sooner then maybe all them horses and donkeys could of been saved.

It is not sufficient simply to licence by form filling etc., but prior to licencing dealers need to be inspected along with their premises, a grading inspection could be introduced similar to that in tourism, whereby dealers have to sign up to a scheme to be recognised and are then subjected to yearly unannounced inspections, or possibly mystery shopped.

Many aspects of country life relating to animals and produce are regulated where there have been far less cause for concern, so in the light of recent and past problems I support licensing AND MONITORING OF LICENSED PREMISES.
Please do something to help those who cannot help themselves.
Please do all you can to ensure more horses do not suffer in this way.

Horse traders/dealers should be licenced, it might help prevent another Amersham.

Nothing like this should be allowed to happen again! Either RSPCA need more clout or there needs to be someone who can enter these yards to look at the horses if there might be a problem.
This latest case of animal neglect and abuse makes a mockery of the Equine Industry Welfare Guideline Compendium. Lord Rooker, the so called Minster of State for Animal Welfare, should really consider whether he is doing his job effectively. Sadly it seems as if it is just another job title without any commitment behind it. I haven't seen or heard this man stand up and say or do anything to make a difference. The situation can't be changed overnight, but we are paying his salary and it would be encouraging to see him taking a more active role in defending horses against these so called human beings who don't give cruelty, abuse and neglect a second thought.

its appalling that this was allowed to happen. why did it take so long for the horses to be reported and then investigated. none of those equines should have been allowed to die like that in those conditions. something needs to be done and done NOW!
I seriously hope that some light comes from this campaign/petition, for the sake of not only for the horse kingdom but for the people who after look after and witnessed the ill-fated animals and for the integrity and reputation as being hailed as HORSE CAPITAL OF THE WORLD, as stated by show jumpers on Olympia horse. People love to come here and compete in all spheres LETS not let anyone down or anymore horses, some of these dealers/trader use an awful lot of cruelty beyond imagination, bring in a law that falls in line with the BHS or ILPH and have regular inspections like riding schools.
The news of the suffering, overstocking and criminal neglect of so many equines in the Amersham case has been truly shocking. Legislation must be passed to improve the lot of horses at all stages of their lives, regardless of breed and "quality". Indiscriminate breeding should also be discouraged.
being a horse lover and currently owning 3 of my own i think it is completely wrong how people get away with neglect to animals. what discusts me about this is how can anybody do that to the poor animals that have done nothing wrong. it is very upsetting to see some many horses so ill treated in one places. i say lock him up and throw away the key.
